Positions Available
The City of Clatskanie will hold an election on November 3, 2026, for the following elected positions:
- Mayor – one (1) two-year term ending December 31, 2028
Currently held by: Bob Brajcich
- Councilor – three (3) four-year terms ending December 31, 2030
Currently held by: Bob Emminger, Russell Finney-Leggroan, Amanda Owen
All positions are nonpartisan and elected at-large. Candidates may only file for one elected position.
Candidate Qualifications
To qualify for the office of Mayor or Councilor, a candidate must:
- Be at least 18 years of age;
- Be a registered voter in the State of Oregon;
- Have resided within the Clatskanie city limits during the twelve (12) months immediately preceding the election
Filing Dates
First Day to File:
Last Day to File with the City Elections Official:
- CLOSED: Incumbent Candidates: August 18, 2026, at 4:00 p.m.
- New Candidates or Appointed Incumbents: August 25, 2026, at 4:00 p.m.
Withdrawal Deadline:
- August 28, 2026, at 5:00 p.m.
How to File
Candidates must complete and submit the Oregon SEL 101 Candidate Filing Form and complete the Certification of Qualification form.
Candidates may file by:
- Paying the required $25 filing fee; or
- Submitting a petition with at least six (6) valid signatures from registered Clatskanie voters.
Candidates filing by petition must have petition signature sheets approved by the City Elections Official prior to collecting signatures. Candidates may use form SEL 121 for their petition. Signatures collected prior to approval may be rejected.
Petition signature sheets should be returned to the City Elections Official well in advance of the applicable filing deadline. Petition signatures must be sent to the County for verification before a candidate filing can be accepted.
All required filing materials must be received by the filing deadline. To withdraw, Candidates must file form SEL 150 with the Elections Official by August 28th.
Voters' Pamphlet Information
Candidates may submit a statement for inclusion in the Columbia County Voters' Pamphlet. Candidates are responsible for complying with all Columbia County Elections requirements, including statement format and applicable fees.

Political Signs
Temporary political signs are allowed within City limits but may not exceed four (4) square feet in residential zones or thirty-two (32) square feet in commercial or industrial zones.
For the November 3, 2026 General Election, political signs may be posted beginning September 19, 2026, and must be removed by November 18, 2026.
Candidates are responsible for complying with Clatskanie Municipal Code requirements regarding political signs. Please refer to Clatskanie Municipal Code 9-12-5(C)(10) or contact City Hall for additional information.
Candidate Requirements After Election
Elected officials are required to file annual Statements of Economic Interest with the Oregon Government Ethics Commission.
Elected officials are also required to complete Oregon Public Meetings Law training during their term of office

Additionally, elected officials are mandatory child abuse reporters under Oregon law. Information regarding this may be found by reviewing the Abuse Reporting packet by the League of Oregon Cities.
